Most deaf children in the developing world receive no education. Only about 1-2% of the Deaf in the world are taught in sign language. (World Federation of the Deaf http://wfdeaf.org/human-rights) Without dictionaries and efforts to document and standardize signs, deaf education for that country cannot develop. Children without an education have no language.
